It's item 13 and is a heat guard and I guess it's supposed to help minimise heat getting to the carbs on the 1100

I just did my carby rubbers, the rubber was so badly perished that I pulled it out in pieces. I wish I had your template before I put her back together as I would have cut another one, Honda price would be over a hundred dollars I'd guess.
