Timing belt tolerances

Ok, I've pulled most of the St1100 to pieces to replace the timing belt (as part of the overhaul), and I am having problems getting the belt on and having all the timing marks line up with the teeth on the belt moving the mark a few mm.
Can I get some advice on how close the tolerance should be? If you look at the photos, the cam pullies are lined up, but the lower drive pulley is out by about 2 or 3 mm.

Thanks Brock.
Watching the video again on a real computer, instead of the phone in the shed, I could see that my problem is the tensioner pully has got twisted and didn't allow enough movement to put the belt on, so the drive pulley was moving as I tried to put the belt on.
