Well to honest and answer your 2nd question first...No!
As to your first question, about 6 months ago I was introduced this this helmet and got to play around with it. At that time it was under evaluation to get it's AS1698 approval from a potential importer...whether that occurred, I don't know. However, a number of people tried it on and the consensus was less than cool towards it

Basically you really do have to 'train' yourself to use it as it were, you can see all behind you by looking at a thin rectangular mirror that sat immediately above your brow line..and it did work on the periphery, but I found it particularly difficult to not focus my entire gaze at it in an effort to discern what I was actually looking at...in other words it took more than a glance or the use of peripheral vision to be of any use. It was a distraction.
Furthermore, if on a sports bike it was even more challenging to 'see' the mirror and what it was you were looking at without taking your entire attention away from what you should be looking at in front of you. In a nutshell, most that tried it on felt that frequent head / shoulder checks were far more beneficial, if for no other reason for that the 'exercise' component that's essential for competent riding
