I am having trouble finding a part number for a standard air filter that is not a K&N and that I might source from Super Cheap etc..

Good luck with that one. There are some oil filters that fit, but among the hundreds of air filters, no one has come up with an Aussie-available non-OEM, non-K&N filter.

Part number BHCBA-MCS-G00P for an aftermarket 1300A4 ABS air filter and they're the same on all years. If you order just tell them you have a 2004 model as anything newer they can't supply.
Cost £15.00 ($AUD27.76) plus shipping cost which they will give if you email them.
OEM from Partzilla is $US31.81 plus $US43.99 shipping or $AUD87.26 at todays conversion rates and for one single item buying OEM at a local dealer might be more convenient considering the $5 price difference.

So it fits 2003 and 2004 ST13s. What changed in the airbox after 2004?

Aha- it's a Honda Protection Racket.
I hadn't heard that limitation previously.
So Honda's grand plan is to make their money from manufacturing spares for the ST1300s while never having to develop the model. Might make them a bit of dough but won't offset their losses to the other manufacturers. Maybe there's a lot of common parts in the CTX1300 apart from the engine, and they can dismantle all the unsold ones to sell as spare parts for ST13s. :whistle

On some parts they might ask for VIN but that also has a model year code (10th digit) so 5 or above in that position will also mean non supply.

You won't regret it. Exy to buy, and a bit messy to clean, but a good saving in the long run. Also saves chasing a filter each time you need one. And they claim better performance, but I doubt that.
You can buy the cleaning kit at any of the auto stores. Suppliers can't mail it to you from O/S (or in Oz) because it's volatile.
