Not living in NSW I had to Google and found Jillian Skinner MP is a Melbourne born,  PLC educated, NSW Health Minister.
I also found the answer.

This acronym has had over $400 million invested in it in NSW since its inception......

Looks like we'll have to join the NSW Ambulance Service to get the inside running on this TLA.  Maybe read their MAS for the CPG.  Or ask the ARI.

Arguably Fact. When William Arnott died in 1901, his five sons inherited the business. They introduced the SAO biscuit in 1906 and it is understood they named it in honour of their brother Arthur Arnott, a Salvation Army Officer.
In 2006, Arnott's Biscuits commemorated the 100 year anniversary of SAO biscuits.
