For the money, a very good buy. You may get the colour up with a cut and polish, the seat can be redone by a motor trimmer. It would still be a good buy even if it took a 1000 to bring up to speed.
Oh, the colour won't buff-up with a cut & polish, it's really, really bad. So bad, if I leave that as it is, I don't think anyone is wanting to pinch it - it already looks like it's been stolen and then dumped.
The seat, well I have an OEM in very good nick sitting in box in the garage (after I put a Russell Day Long on) the other ST1300.
I'm expecting approx. $1500 of on-road costs.
