Chuck away the strap on the one your Missus gets.  My experience is wifey will stuff it until it bulges and you will only get it in the pannier without the strap and after jumping on it off the bike seat.    :-(((
For the modern man who lives in the city, riding a bike might be one of the only ways to escape the humdrum monotony. To take off and ride. To be both at one with nature and one with the bike. To feel masculine. Adam Piggott

The bag is probably closer to 10 litres, but yes to the required quantity.    :||||

We're off to Tassie in October and she's flying down while I'll ride with her helmet in aforesaid pannier and her with pannier bag as carry-on.
The last time we did that I met her at the Canberra airport.  The bulging bag was duly presented to me and I performed the jump off the bike seat trick.  Her toiletries bag in the pannier bag didn't take the experience well, I was informed.    |-i

I don't have to worry to much about packing to much gear in the side cases because we have the trailer for those times.

Bags come in handy for any shopping we do when we go to either Clare, Port Pirie or Port Augusta.
