Might be from the auctions not long ago and wants to make some cash on it I reckon
As they had a few here in Perth a few months go

oh damn.....ummm...ummmm.ummmm...ok lets see, how to suprise teela with a bike, pay for the wedding, and fly to perth to ride this home....

Interesting to note that the Police version of the ST13 appears to come with the pillion grab handles, whereas the ST11 doesn't.
That's one less item to source when converting it to dual seat.
