Yesterday I rode down to the supermarket as I usually do and nearly met a young girl of about eight and her mum.
So, we have mum and pusher and a seated child crossing the road. Mum was also talking to a friend who was on the footpath from the direction mum had come from. Mum was also not looking at her intended direction of travel and did in fact walk backwards so as to look at her friend.
The friend had three or four kids with her as well and it could inferred that neither Mum or friend weren't taking much notice of the kids. One of the kids ran out to the centre of the road and I gather it was Mum's daughter from the verbal telling off she got for running across the road in front of me.
There was no problem in coming to a near stop as I aimed to go behind her when I saw her run out. Mum held daughter close as I rolled past at 10 kph. I have no issue with the daughter (lack of education) but her mother was setting a bad example in how she herself was crossing the road.
