Ahhh! The
National road rules are not national.
Here's an extract of the Victorian Road Safety Road Rules 2017:
187 Stopping in a bus lane, tram lane, tramway, transit lane, truck lane or on tram tracks
(1) A driver must not stop in a bus lane, transit lane or truck lane unless the driver—
(a) is driving a public bus, public minibus or taxi, and is dropping off or picking up, passengers; and
(b) is permitted to drive in the lane under these Rules.
This is from the Australian Road Rules:
187 Stopping in a bicycle lane, bus lane, tram lane, tramway, transit lane, truck lane or on tram tracks
So in Victoria the omission of a reference to
a bicycle lane, makes all the difference.
I was working for the Road Safety and Traffic Authority (RoSTA) in Victoria from the mid 70's, then Road Traffic Authority (RTA), and finally VicRoads through to 2001. When bicycle lanes and paths (I just looked up a 1981 technical manual, they were know as bicycle facilities back then) were being talked about, there was some specific discussions about allowing parking in bicycle lanes. I guess you know which way we went.
Notwithstanding the above, if there are signs (No Stopping or No Parking, or some other form of restriction) or line-markings (yellow edge lines), rule 187 is moot as the signs or line-marking take precedent.
