Is there a special tool to undo the oil filter on the 1300, It has been factory installed and I cannot for the life of me get it undone.

its been over tightened. If really needed, the old hammer a screwdriver through works.

when refitting, put a film of oil on the rubber seal, do up until the filter meets the the seat and then do up about 1/3 to 1/2 turn. dont over do it.

Yeah had to use that trick before.
But. The answer is yes. Honda do a filter tool that is just a cup type that has a 17mm hex nut welded to it so you can get a spanner in it. That's what I use on all Hondas/Kawasaki/yamahas.
You used to get them with the gen oem oil filters but I can get them for around $15 if you want me to send you one. Handy to have.
Other than that. Just warm up the engine a little. That helps to. And use a big pair or grips to undo it. BUT.. If you do that it's no going back using the right tool.
I'm always one in saying. The right tool for the right job. Hence why my tool box is worth over $20,000

Plus I've just seen. Factory installed and a 2008 bike ????? Been too long to change the oil. Every 6 months or 6,000km

I purchased my OEM oil filter remover from Toowoomba Honda. It comes with a oil filter included
About $38 all up,which works out about $15 for the removing tool.
Money well spent  :thumb
