Ha Ha ..... I work for a Council, the grading (or lack) of roads is one one of the most contentious issues for some rural residents. We once received a petition from some residents to grade their road. As less than 50% of the residents (of the road) signed the petition, the Mayor and a Councillors reckoned it would be good idea consult with all residents. A letter went out, when the some of the other residents "got wind" of the petition, we got a counter-petition to NOT grade the road.
Damned if you do, damned if you don't.
