They're supposed to be flat broke, yet they can put Coppers on Goldwings!!
How do you justify that in the budget.
Maybe it's a reward for a top "revenue earner".

I guess it would be depend on which level of government is out of cash.

Remembering that local police forces in the US are a city/county based system not at state level like ours. It's quite possible the bikes are highway patrol and maybe state funded.
