Don't know about the provenance, but looking at the photo of the Panniers from the rear, the left one has to be removed and placed on correctly.  The gap between the body work is a give away it is not sitting on the bottom mounting point.  As it is currently mounted, the pannier will come off down the road.  :eek

It's certainly in excellent condition- beautifully detailed.  Just needs a touch up on the exhaust with Purple Polish or Barkeeper's Friend.  There's a 2 or 3 mm hole in the left pocket cover.
That's a very low mileage for a 2004.  I sold an identical one in May 2011 with 93,500 kays as a trade-in on my present bike to that same dealer.  They gave me $8500 back then. 
They were slack transferring the rego and I was sent two Toll evasion fines earned by the new owner before it was sorted out.

They have dropped the price to 7995
A lot of bike for 8k
They want that much for a SR400 and you have to kick start it
