It's a hybrid!  The minimalist track means a smaller footprint and lower maintenance (since it's not load-bearing) and the hovercraft function puts it into a "cousin-of-the-aeroplane" category.  That also means its levitation isn't aerofoil dependent, so it can operate among the birds and flying foxes without serious damage.
