Nothing wrong with owning or carrying a handgun. The problem comes when the person pulling the trigger misses what they are aiming for.
If everyone had to undergo training in how to use a firearm/handgun up to the stage where they had to show they could hit what they were aiming at, there wouldn't be a problem as far as I can see.

The problems come from when the fool that pulls the trigger has had no training and misses and hits someone or something else.

Was licensed to carry a handgun as a civilian, both openly and concealed and no one who knew cared.
You got to remember that the bad guys can always get a gun and no Legislation will prevent that.
