Yeah, it seems like the wrong "excessive" word but on seeing it, occupants would say "That's probably not the right word" but then after laughing a bit, would really look out for roadwork. So it catches the attention. However, the author probably regrets the faux par.

I think George nailed it.  When/if they realised the incongruity of it they let it go because it made people think more about the message.

There's a relatively new sign around Queensland roads that says "Cameras monitoring drivers' behaviour".    Wot thuh

Umm.. what exactly are they looking for?  Is it research?  Are there penalties for bad behaviour?    :o

Or "Police enforce speed"  I take that to mean don't go too slow or else!
