I'm now the owner ofa 95 police model 1100. I probably won't be restoring the bike as it has been sitting for a while and is pretty rough. Many of the panels are in pretty good condition particularly the belly pan plastic, I was going to use this on my bike but have noticed it is much darker in colour than mine. When I've gone through all the grey plastic it all appears much darker, some even seems to have been painted a darker colour. My question is, did the police models have darker 'grey bits' than the standard models?

Not that I am aware of. It may be more to do with the model year

Police bikes on all models had the standard Gusto Grey colour.
Just out of curiosity can you check the year code in your VIN (10th digit) and the model under the seat of your 1100 police bike.

Model is ST1100PS, vin has an S as the10th character and the plate is stamped 6/95. It also appears someone may have changed the shock spring as it has a blue one on it, I've only ever seen the originals in black. The grey plastic is much darker (almost black) when compared to my 99.

Spring colour does not really matter. My 96 P model had a blue spring, but it is not unusual. The spring rate is the same as every other ST11.

While I was looking for new rear shock I looked at the police version and they have a different shock part number to the standard model. It may have a higher spring rating due to the extra weight added for police equipment.
With the grey colour variation in years 95/96 on 1100 and 1100A version it's quite possible the wrong colour might have been put on a police bike during production
I notice you have month and year on your plate, that doesn't seem to be on my 1999 model.

I'm not sure I would have been so polite looking at some of the MCC's.
