I thought it sounded like a train!
An on-board full-on air compressor to drive them.
Was that black car following him a Cop car?   :eek
If it wasn't, it soon would be!

There appeares to be a link from the "foot pegs" to the compressor to sound the horn.
The drive for the pushie appears to be a sideways mounted motor mower engine.
It's not transport.  It's a mobile horn!
