I understand that the last ST1100s were made in 2002 and that some of these had compliance plates as late as 2006.
The speedo in the pic has six "whole" digits and theoretically won't reset until 999,999 kms. Although as Greencan explains, they can be tampered with.
It is definitely a "service" bike of some description which may explain the lack of service records and manuals.
Sometimes you can be lucky at an auction for ex-police bikes with respect to mileage. I picked up a 2010 ex-police Yamaha FJR with only 26,000 kms on the clock but still no service records or owner's manual.
Some years ago Canberra Motorcycle Centre was trying to flog an ST1100P with only 5,000 kms. Turns out it was a bike donated to the AFP to test its suitability for service and had been flogged on the track. The bike kept turning up for sale like a bad penny.
