The workings of the police switch block are the same as the ST1100.  Here is an explanation http://ozstoc.com/index.php?topic=2031.0

Just looking at the corrosion on the bolt heads in that pic gives a clue to why your start switch was corroded.  The bike has obviously spent a lot of its life exposed to the elements.  (I assume that's what it is, and not white paint over-spray like on the switch block.)

That is a police switch block, and should be connected to a loom the ends under the back seat.

1 :-  Turns on strobes
2:-   Turns on the blue light on the extending pole at the rear
3 :-  Momentary on for siren
^ (or 4) :- Siren on
on Switch (5) ;_ Power on off for siren strobe package (Maybe radio as well)
7&8 Switch (the one that looks like a lighting switch):- Not used in Oz (I use it for spot light enable)

Actually Biggles, the pic is a little miss leading as there is no over spray and really no corrosion either, it was something to do with the flash on the camera and using a HD filter/splitter. it merges two shots together to give a richer color depth than in normal photos, but as you can see, not so good for close ups with a flash.
