What Is It?

I was driving home from Wonthaggi this afternoon and caught up with this just out of Korumburra...
Does anyone have any idea what it is?  :popcorn

1922 SIL DODGE RDSTR according to Vic rego check

Then I guess we could agree that it looks like a highly modified / customised 1922 Silver Dodge Roadster. 

Other answers could include cold, uncomfortable, talking point - I'm sure, many more descriptions could be applied.

I noticed that too...
Looking at the right hand side of the vehicle, the exhaust exits out below the stacks so I reckon the stacks are maybe fake? :think1

The owner has responded to Sue's post on "Speedsters Downunder" and had this to say...

Car is not that cold to drive but I do admit going to Garfield at 0° is challenging. I did wear gloves that day.
Car runs 25 inch side valve. Dodge engine 37 gearbox three speed 37 front end. Four-wheel drum brakes hydraulic.
Car was built to do like Lake Perkolilli but was knocked back because I’m running a post 1940 diff.
For good cruising speed I did plan to drive there. Bad luck.
Car was built to represent a mid 30s race car.
Body was made by myself, car is an absolute pleasure to drive even on cold days.

We all know how cold it can be riding the ST on cold days, even with all of our motorcycle gear, heated grips, etc.., and whilst the wind protection provided by Dodge's screen might be better than the ST's (and that is debatable), I think he might be kidding himself.

25 inches seems a little small. Did a digit get left off?

Anyhow, it's all gibberish to me...but, "Ai" told me "The "25 inch" likely refers to the length of the engine block, specifically in the context of a six-cylinder engine.
