They state passing on the left. So you are correct, although how do you lane filter without passing one of the cars on the left?
A.
I acknowledge hardworking Australians no matter who they are or where they come from. All those who have contributed to this wonderful country deserve an equal share of gratitude for their contributions. To single any group of individuals out for special homage only denigrates the rest of us.

That's just the point.  When filtering is permitted then you are given a dispensation to pass on the left and cross an unbroken lane line near traffic lights and pass closer than normal etc etc.
For the modern man who lives in the city, riding a bike might be one of the only ways to escape the humdrum monotony. To take off and ride. To be both at one with nature and one with the bike. To feel masculine. Adam Piggott

Lane splitting may not be illegal in some states, but to do it you have to pass the inner car within their lane - i.e. pass them on their right but still within their lane.

If you cross the lane dividing line and pass the outside car in it's lane you are passing on the left and that's where you'll get your ticket  So if you lane split and cross the dividing line between the lanes into the inside of the outside lane while still betwen the two vehicles, you're passing on the left.

The NSW lane splitting law gives us the dispensation to pass between those stationary vehicles irrespective of whether we cross the lane dividing line or not.

Good work NSW.  Scientific in their approach, design a trial, operate under those trial conditions, observe and report, act on the results.
At my age you realise something very important, then ten minutes later you've forgotten it.
