I'm guessing it works like a Segway, and you'd be leaning back in a stop. Probably flat out at 25 kph.

Nothing surprises me either way. You see some extraordinary machinery, like those giant hoop-type unicycles in Europe.

I did a bit of research on this after seeing this photo and have found that this bike is infact 100% real.
