An interesting and very pertinent question.
With caution and (trying) not to cast aspersions on PaulT, why indeed? It's similar question I ask myself on an almost daily basis.
As a traffic engineer with a Municipal Council in VIC I receive calls (complaints) from residents, commuters, etc... (to be politically correct, they are called customers) re. speed limit, stop, give way or roundabout signs, typically, "When was the sign installed?" A typical response is (after checking Council records) is, "XX years." (XX being anything from one to 15.)
A further "customer" comment is often along the lines of, "Are you sure, I've been driving the road for years and never noticed it before." One particular incident a woman (I wonder if she was blond?) explained the she drove along a particular 50km/h street four times per day (driving to and from school when dropping-off/picking-up the kids) and she always drove at 60km/h.
When she further explained that she would appeal the traffic infringement notice and have her day in court, I suggested that she explain her driving behaviour to the magistrate by saying that she drove at 60km/h (in the 50km/h zone) four times every school day since 22 January 2001. I'm not sure if she attended court, used this gem of information in her defence. If she did, she didn't call to thank me.
Back to "why". I don't know, who really knows, but what worries me is the level of inattention some people (not PaulT of course) have when on the road.
Just remember guys and gals, these inattentive people (can't call 'em drivers) are operating (can't call it driving) vehicles much bigger than our ST's.
