 As any body tried to play with the Top Box lock assembly (red key). So as to accept a Honda barrel to make the Ignition key work there ? Did a quick look into pannier barrel retrofit, Yeah could be with a muck around.

You may be able to replace the barrel with one from the panier lock, and have that re pinned..
