  My guess is that the wood duck in the right of the picture is marching to the beat of a different drum & is out of step with everyone else   :Whipped

My guess too. It had occurred to me that perhaps it was a requirement that the armed guards keep their inside feet close to the bearer, but my military mind agrees with you.
