Check the ABS fuse box, fuse 2. it powers the modulator pump motors.

It could be the proportioning valve. if thats stuck, you may not get pressure to the brakes.

Try doing a complete brake system bleed. Look at the 1100 manual, section 15 for more ideas.

I dont have abs, so my knowledge is limited.

Even with ABS I am at a loss with a possible cause.

If the modulator pumps fail for any reason the system defaults back to standard non-ABS braking though don't know if that includes a failed fuse.
What is missing is whether it's an ABS/TCS (95 and earlier) or an ABS/TCS/CBS (96 and newer) model.

I suspect if it's the newer system it's more than likely a faulty secondary master cylinder but that would only cause an issue on the rear but at a guess maybe felt through both hand and foot braking.

Its hard to suggest a fix, when I dont know the system...

but,

With help, try loading the brakes up and cracking lines at the brakesto see if pressure is getting that far. if it is, then just maybe, the pistons have seized.

Sounds like a previous owner had ABS issues and rather fix it just removed the globes. If just a globe failure it would be unlikely for two to fail. If the globes were in place and working it should be possible to get a fault code.

Just had a look at the manual I have and nothing in the ABS section would give a hard pedal or lever so more related to the brake system.

Hoping the ABS and Brake PDF attachments work.
