People claiming that ISO 9001 gives a great product amazes me. ISO 9001 is a quality control process, if you're making shit then all ISO 9001 ensures is that all your shit is of the same quality. If you've designed a great product, are using good materials and have good machinery and trained staff then ISO 9001 ensures a consistent good product. But you can design your processes around bad design/poorly trained staff/inadequate material quality and an ISO 9001 accreditation agency won't check your design for you, will only ensure your paperwork trail says you will train your staff and not check that the level of training is suitable for what the job they are doing and won't check the quality of the material you're using just that the material will meet the spec you set for it (if you say you'll use cast iron then ISO 9001 won't tell you you should be using SS 316).
I'd be wary about adding something hanging down from the sump, especially something someone could open just with their hands and drain your sump for you.
As for making oil sampling easier, that valve and pipe end would fill with dust/dirt and your oil sample would be worthless.
