I can see straight away it has a large cutout on the right side, the purpose of which is unknown.

May have been for the beacon pole or antenna, still a bit odd though. It seems to be missing the bolts.

Have to agree.  He says negotiable, so he'd better be sharpening his pencil pretty vigorously.
