China has millions of electric scooters, particularly the city of Chongqing (population 36m approx).  Crossing the street there can be particularly scary as you have dozens of them coming at you as you step off the sidewalk and they don't make a sound, except for a polite "toot toot" on the horn to let you know they are there!!  :eek
