split carb sockets

my 99 year st idles fast once it warms up. and needs a long run on choke before it will idle first thing in the morning.
today i squirted crc under the carbs and it picked up a 1000 rpm each time i did it. would i be right in assuming carb  rubbers are buggered.  looking at some previous repairs on the bike i am wondering if the carbs are installed correctly.
i am thinking of swapping out the rubbers and carbs from my 92 model. i know that runs perfect. the bikes are 7 years apart , are the carb setups identical or did they make changes over the years. tia for replies.
