I don't know about Portland, but this was the mouth of the Onkaparinga River at Pt. Noarlunga on Monday afternoon, and again on Wedneaday when the tide had gone down again.

Not my pics, I stole them from a FB post.

Here is Geelong at the same time, I read it was due to the extreme cold front that came through

In 2016ish we had to reroute buses that went across the Saltfleet Bridge on that river when it was completely under water.  It was quite a detour.
