ST1300 overflow

I just noticed today that there is a little overflow drain in the ST1300 filler neck. 
The manual says not to fill the neck, but if you do, the fuel drains down a tube (you can poke your fingers into the tank and feel it).
Does anyone know where the excess fuel goes?  It doesn't go onto the ground, and since the tank is full, it can't go there.   :popcorn
