Certainly appears avoidable.  He wasn't going all that fast, but I think he had "target fixation".  That is, he was looking at the bikes, so that's what he hit.

A more skillful rider would have been looking through the corner at his line, keeping the riders in his peripheral vision to ensure they didn't change direction.

Seems like he was day-dreaming and totally unaware of what was directly in front or he was blinded by the sun in front or he was drug-affected. In any case it was all his fault negligent or not. Luckily he was not fiercely accelerating or he would have caused much more pain. He was also very close to the lane edge where cyclists usually ride when they are being polite.
