I can see the principle.

Here, out of Mackay, I wear one of RJay's mesh jackets.  Mind you, the tee-shirt underneath is still damp after the ride and you have to keep moving to generate a cooling wind.

Here are first impressions, from a rider in Toowoomba:

First report of the Kula-XD cooling vest is positive. I wore the vest for the first time today outdoors for five hours doing the gardening, mowing, etc. Temperature is 35C and 90% humidity (building up for a storm).

The vest was dry and cool against my skin and certainly helped my core temperature to remain stable.

Looking forward to a long ride down to the Sunshine Coast on Saturday.

After a decent ride in reasonably warm and humid weather the Kula-XD works in keeping torso body temperature comfortable. The effect lasted all day without topping up.

In summary a very good product.

PS: I found out the other day when investigating locally for a cooling vest for the Pillion in a Million (PIAM) that the Harley Davidson item (relies on emersion in water before wearing) only lasts for 12 months. According to the HD spare parts salesman, and friend, the internal crystals have a finite life. So for $A80 you get 2-3 months (12 months in the tropics) of real benefit of hot summer riding from the garment.  I wonder if this is common across most/all emersion type cooling vests?

I have the ICE VeST that takes the ice packs which have an infinate life.

I really like them.
