I saw a show a while back about how they go about construction and moving them into place. Amazing stuff. The engineering is very high end.

I guess if it's too deep to sit it on the bottom, it's cheaper to float it and use anchors, propellers and flexible drilling lines.

Not sure exactly what that platform is, no drilling derrick so not a drilling rig, little or no process equipment so not a production platform.

This is a different view ...... taken from the floating one in the OP looking back at the drilling platform. From some of the others links that come up in the same page suggest the floating part might be an accommodation unit. Before the storm you can see a bridge that links them both together.
