Have I blown a bulb??

When the ST11 is ysing LOW beam are both the left and right section of the light supposed to be on or is the one side on only for LOW beam and both sides are on for HIGH beam?

More than likely you have blown a globe.

Unless the wiring has been changed both globes work on Hi and Lo and if mine is the norm for an 1100 then you may as well buy two globes as the other one will more than likely fail within a few weeks.

Both bulbs should work on Low and Hi beam.  I have converted mine to HID bulbs to give me a whiter light

Very common for the left Low beam to blow on the 1100 and to a certain extent the 1300......as Alan said probably blown.....but just before you buy give the rear of the bulb at the connector a wriggle with the bike running (headlight on).....the bulb terminal block can "relax" over time and have an interrupted connection with the globe  :thumbsup
