"Amateur" would seem to cover the case.  Although the final paragraph does say he was a learner:

"The rider received a violation ticket for driving contrary to the restrictions of his learner’s licence, which requires that that a qualified supervisor be in eyeshot."

"Eyeshot"!!??  Now there's a fine example of the Canadian dialect.   

He needs a stable bike, like and ST11 or ST13.  One that doesn't dive off the road when you scratch your nose.

So the supervisor can be on another bike and watch the learner crash and the learner won't get a ticket. Yep!! that makes sense.

Perhaps the "qualified supervisor" should be issued a violation ticket for not keeping up with the learner.

The end result was because of the speed travelled but not the prime cause. Probably over zealous waving (not just raising hand off bars) was from what was written.

Maybe in Canada, amateurs  think "L" is "L" for leather, not for Learner?
You don't gravel grind for 100 metres after an off, unless the road is covered in ice?

He might have taken his right hand off the handlebars to wave, and the resulting deceleration upset the handling

I've been waving to other riders for as long as I have been riding bikes (22 years) and I've never had any issues.
It sounds like a mix of speed and a bike the rider isn't able to fully control.

By "speed wasn't an issue", the authorities mean "speed above the posted limit".  It only becomes "speed" when it's illegal.  Below the limit it can't be blamed for anything.  It's those extra few kays that do the damage, you should know.

'Speed wasn't an issue' .... but the unorthodox method of dismounting, and then using skin on asphalt for 100 metres as a method of braking is not recommended, either.
